Evaluation of science and technology promotion instruments: the case of the Proyecto de Investigación Científica y Tecnológica (PICT) in Argentina.

This article presents an excerpt of the main results obtained in the evaluation of the incidence in Argentina of the instrument Proyecto de Investigación Científica y Tecnológica (PICT) (Scientific and Technological Research Project). Starting from considering the concept of evaluation as a necessary phase of the policy cycle, namely that of a reflexive exercise following the implementation of policy measures. Then follows a brief contextualization of the evaluated instrument, along with the empiric methodology applied to carry out the evaluation, which had included the utilization of control groups. The main results of this evaluation are presented, organized in five dimensions that allows to identify the incidence of PICT instrument on scientific and technological research activities. These findings show the positive incidence of the evaluated instrument on aspects such as: formation of human resources for scientific and technological research, consolidation of research groups, gains of additional funds to support research activities, growing amount and quality of publications, and the improvement of the links with public institutions. Nonetheless, the heterogeneities observed between the PICT’S funded projects and the control group, raised some relevant problems for the next S&T policy cycle.
