Abstract

Searce development in the domestic field and the widespread unemployment are largely due to the impact of the new technical and economic paradigm on the productive sector.

In order to diagnose this problem from a systemic view, the behavior of the social system is analysed from a standpoint that considers universities and businee firms as playing the leading characters in the process of domestic development. Even though reference is made to the prevailing situation in Argentina, the situation bears a strong resemblance with what is taking place in the rest of Latin American.

The authors propose the design of social organizations starting from the analysis of the organization and behavior of biosystems. Form this analogy they go on to propose autonomous organizational models which aare decentralized and structured as networks. A new role is given to universities: that of applying their capabilities and resources to the genuine development of domestic economies.

Such entreprenuerial process should be designed so as to arouse a collective will, and induce the generation of innovating endeavors and organizations.
