University business incubators in Argentina: reflections based on some recent experiences

Abstract

University incubators, as well as science parks or technopoles, have been throughout the last two decades widely disseminated in the international realm as instrument for the promotion of innovation. Incubators managed by universities are conceptually conceived as innovation policy instruments since their aim is to create science based technology firms originated from ideas
developed within the academic sector. Whereas in developed countries an important expansion of these mechanisms took place in the eighties, in Latin America it should rather be considered as a nineties phenomenon. This paper analyses the emergence of the first two experiences whith university incubators that were developed in Argentina. Our analysis is based on a study of the projects being run by two National Universities: Universidad Nacional de La Plata and Universidad Nacional de Lujan. The paper opens with a brief description of the universities institutional characteristics and the processes that have enabled the emergence of the initiative studied. This is followed by a review of the guiding model for the conception of the projects, as well as the actions carried out to implement them in each case. Finally, it is also examined the way in which the different actors involved (universities, governmental institutions, enterprises) participate in the experiences is also examined so as to investigate into the relations among them.
