Abstract

This article presents an experience in university research management guided by the definition of the organization's institutional policies. It describes a relatively new management "instrument" in the university environment and highlights some of the effects and obstacles arising from the specific nature of university R&D organization. It analyzes, for example, the role of these intervention mechanisms in the formation of a scientific field, the role played in these processes by the morphology of the field and existing leadership, etc. Among other things, the experience showed that defining a guiding list of thematic areas is not enough to achieve effective research direction.
