Sovereing and property rights over plant genetic resources

Abstract

This article develops, on the one hand, the concept of sovereingty rigths and its application to philogenetic resources; on the other hand, it examines the applicability and range of intellectual property rights on such resources. It further briefly discusses the so-called "informal" innovations and the instrumentation of the "farmer rights" on a national and international level. Finally, it presents the issues to be approached as focal points of debate in forthcoming arenas.
