Abstract

Within the technology/society problem area, one of the main subjects is that of the definition, design and instrumentation of a technology policy and its relationship to other policies operating in society at the same time, particularly to the economic policy in its wider sense, and to science policy stricto sensu. Several solutions to deal with the problem have been attempted. The analysis of these experiences makes it possible for us to infer that insatisfaction with results obtained lies on the same conceptual design on which the strategy used is based, particularly because it attempts to introduce technology into the productive process in an "inwards" direction, almost as if it were a "dressing" placed on the process itself. This paper proposes a solution based on a different conceptual design which attempts to introduce technology "outwards". For that purpose, an answer is presented to the following specific problem: given an industrial policy within the frame of a given economic policy, how should technology be used in such a way as to ensure that its behavior is an optimum contribution to achieving the aims proposed by that industrial policy?
