New ways to deal with technological policies in Latin America: the Chilean case

The aim of the present paper is to discuss recent transformations in the performance of the Chile's Corporation de Fomento de la Production (CORFO, Corporation for the Promotion of Production), in order to analyze the following general questions: Which are the problems in the passage to a model based on "strengthening of demand", in the field of the generation, adaptation and use of technological knowledge? Which new microeconomic behavior questions should be taken into account for a proper guidance of the design and implementation of new public policy instruments? And, How does the passage from an institutional model based on "strengthening of demand" to another one based on "strengthening of suply" take place?
Finally, the authors conclude that a heterodox mixture of hybrid solutions is a more adequate base for planning the technological policy in a given society than the simple "let the market be" solution (laissez faire) proposed by neoliberal orthodoxy.
