Abstract

In spite of its being frequently used in the field of science and in the analysis of innovation policy, systems terminology still lacks a theoretical and empirical framework, wich results in the wasting of an opportunity. Thus this article intends to explore the potentiality of the systems approach, to present a conceptual framework for empiric comparisions among the cases studied and then examine the way in wich research systems react when faced with the increasing heterogeneity of circumstances within wich they function. Finally, even though the article talks about the feasibility of research systems, it does not discuss their performance in a systematic way.
