Resumen

A pesar de su uso habitual en el campo de la ciencia y en el análisis de la política de innovación, la terminología relativa a los "sistemas" carece todavía de una elaboración teórica y empírica. En diversos sentidos esto significa una oportunidad desaprovechada. Por lo tanto, el presente artículo se propone analizar el potencial que encierra el enfoque basado en los "sistemas", presentar un marco conceptual para las comparaciones empíricas entre los casos considerados y estudiar posteriormente la forma en que reaccionan los sistemas de investigación frente a la heterogeneidad cada vez más marcada de circunstancias en las que operan. Finalmente, si bien el artículo se referirá a la viabilidad de los sistemas de investigación, no considerará la cuestión de su desempeño de un modo sistemático.
