How do European science policy researchers view Latin America?

In the 1960s, an institutional package was implemented in Latin America that, strongly influenced by European visions, involved, among other actions, the creation of national science and technology organizations. Furthermore, the explanatory power that dependency theory offered in those years in reflections on science and technology policies was evident. Currently, certain works from European research centers propose analytical frameworks—especially the so-called technological accumulation approach—to interpret the situation of developing countries, and Latin America in particular. These frameworks should be critically read by Latin American science and technology policy researchers. The most relevant work in this context is undoubtedly the contextualization of the problems of formulating appropriate policies for the region and determining the contents of the new "institutional package" to be implemented.
